1. One option would be to have a replacement window fitted to the outside of the blank window opening. This could be a casement type window that would open from the outside for periodic cleaning.
This fake window could possibly reflect the style of your other windows.
2. You could insert window vertical or horizontal window blinds between the current panels and the new window.
3. Another option would be to skip the new window idea and change the infill panels, perhaps with a vertical slat design, like vertical shutters.
4. I don't know if it would fit the style of your house, but you could treat the blank window openings as niches with metal artwork or metal screens.
Could you add a picture of the house showing the full facade?

These are an architectural design element called "blind windows". A blind window is used to balance the design of a building. As in your house, where the interior does not allow for a real window, the blind window is used as a design element on the outside. They were a prominent architectural element in Renaissance architecture.
The really issue here is..... they are not windows, but currently are attempting to look like windows. The first and simplest thing to do is remove the shutters. Second, you might change the pattern of wood trim and such in the "window" to be more creative. If you have siding on other parts of your house, you might use that instead.
The key being you have to look at the entire elevation to determine the best "design" for the treatment of the "blind window."
Here's an example of a blind window..... The lower windows have obviously been filled for light control (the building is a museum), but the upper blind windows continue the rhythm of the lower openings.
So... these might not be as hideous as you think, just not handled in an aesthetically pleasing manner.
Don't do fake windows.... you can tell them a mile away. Leave the fake windows to all the fake architecture you see at the mall and to Disney.
