Is there any distinction between Placing an image and Importing an image?

As a general rule, Place... essentially always treats the data as a big 'ole high quality picture. Import... will have different results depending on the type of content being imported.
Here is one example:
If - Preferences > General > Convert Incoming PICT Data to Objects is unchecked (the default setting).
Then - Using Import... to insert an object based PICT file will result in a raster type object (that is, the object is treated as if it's a big 'ole picture)
Else - If - Convert Incoming PICT Data to Objects is checked ON then Importing... the same object based PICT file results in Objects (the results are the same as using Open...
Using Place... to insert that same object based Pict file would result in a raster type object regardless of preference settings.
